Nearly two-thirds of councils with care responsibilities could not provide a policy on safeguarding processes for gender questioning children in care, according to a new study.

A new study by Policy Exchange said that local authorities have failed to keep up to date with key changes on the question of gender identity.

Freedom of information (FOI) requests sent by the think tank to 129 councils found that 81 (63%) were unable to provide a policy on their safeguarding processes for gender questioning children in care.

According to the FOI responses, eight of the local authorities said they would allow children in care to transition without consulting any adult.

Rachael Wardell, president of the Association of Directors of Children's Services (ADCS), said: 'This issue has become more complicated in light of recent reports and judgements and further politicised as a result. Local authorities, as well as schools and colleges, are responding in the absence of national guidance from government. Directors would welcome such guidance, which would offer clarity and in turn support consistent practice responses to improve children’s experiences and ultimately their outcomes.'
