Blackpool City Council is set to make £8.6m in savings but emphasises there will be no job losses at the current time.
Most of the proposed savings are in adult social care and children's services.
Council leader Lynn Williams welcomed the £17.7m boost to the council’s spending power with the local government settlement.
However, she said rising demand in adult and children’s social care, inflation rises, and the potential impact of National Insurance increases meant the council still had to find savings.
The proposals set out include an increase in shared funding agreements with the NHS for our children with health needs and the increase in the use of internal foster carers.
Cllr Williams commented: ‘The proposals ensure that our most vulnerable residents and the services that they rely on are safeguarded. Where we have identified any efficiencies in these services it is always done with the caveat that need is prioritised over financial implications.’
