Local government will join an ‘expert group’ with the voluntary and community sector and care providers to ‘build adult social care capacity’ as part of a new NHS plan.

In a letter to council chief executives, social care minister Helen Whately said the Government would form the group next month to 'help identify how best to build adult social care capacity in preparation for next winter’.

The minister also said councils and Integrated Care Boards would be expected to plan to build workforce capacity to help ‘drive down discharge delays,’ with local authorities ‘responsible for ensuring sufficient capacity to enable flow into social care settings’.

Further details in the plan revealed the new Office for Local Government (Oflog) will measure the performance of councils on hospital discharges while the Care Quality Commission will consider measuring performance in its planned care inspection regime.
