Scottish council staff will not move to care boards image

The Scottish government has said that staff will still be employed by councils rather than being transferred to new care boards when the National Care Service (NCS) is established.

Health and social care spokesperson for the Convention of Scottish Local Authorities (COSLA), Cllr Paul Kelly, said: ‘Successful change is driven by the valuable staff who deliver services.

‘We hope by setting out the continued role of local authorities in delivering social care and social work functions, and staff remaining employed within councils, we offer comfort and stability to the local government workforce.’

An initial agreement between the Scottish government, local government and the NHS also says that all three parties will have legal accountability for care under the new programme.

Social care minister Maree Todd said further details on how this responsibility will work at a local level ‘will be developed in the coming months’.

Local authorities will also still be responsible for assets like buildings and the delivery of services.

Delays to the National Care Service (Scotland) Bill mean that the consideration of the Bill at stage 1 is not due to take place until January 2024.
