Ministers need to do more to ensure council debts are not a financial barrier to local government reorganisation, local authority leaders have warned.
Speaking at the committee stage of the English Devolution and Community Empowerment Bill today, MPs heard the Government needed to make certain that authorities created from reorganisation did not start with unmanageable deficits.
