Southend-on-Sea City Council has been told to urgently raise its housing standards after the Regulator of Social Housing (RSH) handed it a C3 grade — a sign that it has fallen short of consumer standards and must make significant improvements.
Inspectors found serious failings, including unfinished electrical safety checks in communal areas and tenants’ homes, more than 900 overdue repairs, and weak data systems that left the council unable to provide reliable information on health and safety.
The regulator also discovered the council lacks accurate records on the condition of most of its homes. A full stock condition survey is now in progress to address this gap.
Despite the failings, RSH noted the council is cooperating fully and understands the scale of the task. Action is now underway to tighten safety, improve data accuracy, and deliver better homes for residents.
