A coalition of Labour, Liberal Democrat and UKIP groups has united to run Norfolk CC, with support from Green and Independent councillors.
Leader of the Labour group, Cllr George Nobbs, was elected to head up the local authority, with council members also voting to change Norfolk CC’s cabinet system of decision making into a committee system.
While changes to the system of governance at Norfolk would only take place if agreed at the next annual meeting in May 2014, a committee system would see town hall decisions made by all-party committees with memberships reflecting the council’s political makeup.
Norfolk CC failed to elect a leader on 13 May, after elections earlier in the month saw the Conservatives take 40 seats, UKIP 15, Labour 14, Liberal Democrats 10, Greens four, and Independents one.
Cllr George Nobbs, said: ‘It is a great honour to be elected leader, but Norfolk faces great problems, not least with our children's services, and including difficult financial challenges for the county council. I hope we can all go forward together.’
Conservative opposition leader, Cllr Bill Borrett, said of the Norfolk coalition: ‘I am concerned that they appear to have no policies and the Greens are not going to join them formally.’
