Plymouth City Council’s budget for the forthcoming year hinges on a request to the Government for a capitalisation direction.

It follows concerns raised by auditor Grant Thornton over the council’s decision to pay off its pension deficit of £72m in full using a loan in 2019 and recording it as capital expenditure.
