Councils were held back from effectively tackling the challenges of the pandemic by central Government, it has been claimed.

The Local Government Association’s (LGA) representative, Robin Allen KC, told the Covid-19 Inquiry today there were 'failures to make the best use of local government’ and ‘so much more could have been done’.

He said it was ‘widely acknowledged the nation’s preparedness and resilience plans were ill-focused and inadequate’ and the Government ‘did not always utilise all the sources of advice and information… because of internal disorganisation’.

Mr Allen emphasised how councils had adapted services and roles to ‘devise solutions on the ground’ but had to contend with decisions made centrally and then handed down to local authorities to implement.
