The Local Government Association (LGA) will cite the number of section 114 notices issued by councils as evidence of a ‘broken’ system.

Chair Shaun Davies added the organisation would ‘reach out to all councils that find themselves in that situation’ as Birmingham City Council became the latest in a slew of councils to issue section 114 notices as a result of financial distress.

Cllr Davies said: ‘This goes to the heart of funding of local government. We will see far more councils pushed into this space.

‘There has to be an important conversation with Government about the current funding of local government.

'We need recognition that the system has broken.

‘More and more will find themselves in a situation where they are unable to fund more than statutory services.’
