Transformational change is being delayed by staff resistance especially at middle management level, according to an exclusive survey of senior council directors and chief executives by The MJ and BT.
Organisational culture was viewed overwhelmingly as the most important issue when it comes to implementing digital change and transformation, with four out of five survey respondents citing it as a top priority.
But almost half also said they have experienced ‘a lot’ of cultural resistance to change and another 42% ‘some’ resistance.
More than two out of three senior directors said such resistance has disrupted their plans, with a quarter describing the disruption as considerable.
Seven out of 10 said the resistance faced was because staff simply failed to grasp the need for change and cannot understand technology.
An overwhelming 88% of survey respondents said resistance to change came from middle management while only 44% blamed senior teams.
