Council employees have been offered a 3.2% pay increase from 1 April 2025.

The ‘full and final’ offer would mean the pay of the lowest paid employees, who are currently earning £23,656, would have increased by 33% since April 2021.

The offer also includes a proposal to delete the bottom pay point from the national pay spine on 1 April 2026.

Chair of the National Employers for local government services, Cllr James Lewis, said he was ‘acutely aware’ this offer would put additional pressure on council finances.

According to the estimate by the National Employers, the offer would see the annual national paybill increase by £793.17m or 3.2%

GMB and Unison said their respective memberships would meet to consider the offer.

In January, unions called for a £3,000 rise for all employees, a minimum rate of £15 per hour, an extra day of annual leave and a reduction of two hours to the working week.
