Questions have been raised over whether the Government's approach to local government reorganisation will help resolve the financial crisis facing the sector.

Local government minister Jim McMahon told the Institute for Government's annual conference last week that reorganisation would remove a ‘two-tier premium that taxpayers are paying for' and provide efficiency savings to help put councils on a firmer financial footing.
