Sheffield CC’s finances ‘stronger but still fragile’, report says image

Sheffield City Council has improved its financial position, reducing it’s overspend by nearly £8m, but warned it remains in a ‘fragile position’.

The council has ended the 2025/26 financial year in a stronger position than expected, closing with an £11.1m overspend on its General Fund – well below the £18.9m shortfall forecast earlier in the year.

A report to the Finance and Performance Committee shows the gap narrowed by £7.8m in the final quarter alone, which officials attribute to tighter budget controls, more accurate forecasting and action taken across council services.

Despite the improvement, demand for key services remains high, particularly in social care, housing and support for children and young people with additional needs.

The council has now set a balanced budget for 2026/27 but cautioned that the authority enters the new year in ‘a stronger but still fragile position,’ requiring continued discipline, accountability and transformation to secure long-term financial sustainability.

Committee chair Cllr Elle Dodd welcomed the progress, crediting staff for improved value for money while stressing that tackling root causes of service pressures remains the priority.
