A public interest report into debt-stricken Woking BC has concluded the borough's governance arrangements and decision-making processes were ‘wholly inadequate'.
The report by auditors Grant Thornton stated the ‘level of indebtedness' the council built up indicated senior officers, including former chief executive Ray Morgan, failed to ensure Woking's ‘finance and business was managed prudently and lawfully'.
