Councils facing financial woes have been told to scale back council tax rises, just weeks before they put their new budgets in place.

Several authorities were expected to increase council tax above referendum threshold in a bid to balance their books – and had planned budgets accordingly but have been told they must be scaled back to reduce the burden on residents.
