Cutting across district boundaries to make new unitaries could create a backlog of legislation and boundary reviews that stymies the Government’s reorganisation timetable.

Local government minister Jim McMahon last week announced the six areas being taken forward on the devolution priority programme and invited reorganisation proposals from the remaining two-tier areas.
