The number of penalty charge notices (PCN) referred to enforcement agencies has jumped by two thirds this year, the trade body representing bailiff firms has said.

Around four million PCNs were referred to enforcement agencies in 2023/24, up by 67% from 2.4 million the previous year, 1.9 million in 2019/20, and 1.3 million in 2017/18.

According to Civil Enforcement Association (CEA) chief executive Russell Hamblin-Boone, the increase is a consequence of councils acting ‘more robustly’ to pursue people who park illegally and ignore traffic regulations.

Mr Hamblin-Boone also put the increase down to the implementation of carbon reduction measures, such as ‘congestion charges, clean air zones and low traffic neighbourhoods.’
