Residents of Harrogate and Scarborough are being consulted on plans to create town councils for both areas.
North Yorkshire Council, launched as a new unitary in April last year, has pledged that town and parish councils will be able to take on greater responsibilities.
Harrogate and Scarborough are the only areas within North Yorkshire without town or parish councils.
Consultations last year showed widespread support for the new councils, but residents are being asked to consider amended proposals after North Yorkshire councillors suggested there should be more wards.
North Yorkshire’s executive member for corporate services, David Chance, said: ‘We now want to get the wards right so are asking for views on that before the end of this month.
‘Then we can take a final decision to introduce the town councils which will provide more democratically elected voices for both areas which is vital as we deliver key services.’
The councils are set to be formed next April, with the first elections then held in May.
