The Lib Dems have pledged multi-year settlements and a cross-party solution for social care to help end councils’ current funding crisis in their manifesto today. 

Councils would be given the freedom to fix planning fees and communities would have more control over the number of second homes in their area if the Lib Dems came to power next month.
