Leeds to bring housing ALMOs back in-house

Leeds City Council is set to bring its arms-length housing bodies back in-house saving more than £2m.

The three arms-length management organisations (ALMO), which look after 58,000 council houses for the council, face being wound down following a consultation on the issue.

The majority of tenants that responded to the council’s review on ALMOs said they would like the council to run the service, and nearly 80% also requested the maintenance contracts also be brought in-house, although this is not currently council policy.

Cllr Peter Gruen, cabinet member for neighbourhoods, said: ‘I think the ALMOs have done a good job over the last 10 or 11 years but we have new challenges and the idea of a coordinated policy is better than three separate organisations.’

Should the service be brought back in-house, the local authority would not be undertaking any rounds of redundancies as part of the move. The plans include a new housing director and board.

A report on potential changes will go before the council’s executive in June with plans potentially implemented by the autumn.

‘These savings can then be reinvested in housing stock and delivering frontline support for tenants.’ Council leader, Cllr Keith Wakefield, said.
