District councils need to be ‘active partners’ within Integrated Care Systems (ICS), a report by The King’s Fund charity said today.

There are no legal requirements to involve districts and the report said there was ‘little that compels ICSs to involve district councils specifically or to create spaces for them to take on leadership roles’.

The report read: ‘There can be a tendency for the higher tiers within a system to take on a dominant role and to become seen as more important than the others.’

However, the report argued district councils were able to ‘act as convenors in local places’ and were ‘indispensable strategic partners’ in ICSs.
