Cumberland Council is using £11.83m of rescheduled exceptional financial support (EFS) to fund a voluntary redundancy programme expected to cut between 300 and 400 staff.

Ministers approved moving the funding from 2025-26 into 2026-27, where it forms the backbone of a balanced budget. The roughly £10m redundancy scheme will also unlock delayed terms and conditions harmonisation and the council's ‘Our Future Cumberland’ cultural change programme.

A CIPFA review found the council, formed in April 2023, has relied on EFS and reserves to balance its books since launch, with efficiencies helping absorb pay rises, inflation and mounting pressure in children's services.

The picture beyond next year is starker. Cumberland's Medium-Term Financial Plan shows budget gaps widening fast: £25.57m in 2027-28, £50.85m in 2028-29, and £59.51m in 2029-30 – far outpacing projected savings.

CIPFA said it has high confidence the council can balance its budget without further EFS support in 2027-28. But it warned that time is short, urging the appointment of an external facilitator to help build a credible, costed plan before whole council elections in May 2027.

The council has been approached for comment.
