Birmingham City Council’s problems of governance and accountability are still ‘largely unaddressed’, despite some gains made by the authority.
The Centre for Governance and Scrutiny (CfGS) report highlighted a poor culture and behaviours, a failure to take responsibility, both individually and collectively and a blame culture.
It said: ‘This blame culture is accentuated by poor behaviour across the board, and a lack of individual and collective commitment to basic principles of probity and good conduct.’
The CfGS highlighted a lack of trust, a reluctance to speak up about – or hear – bad news, and members’ tendencies to focus on operational detail over strategic priorities.
