More than 20,000 council workers in Birmingham are planning a second 24-hour strike on the day the city council is due to meet to finalise its budget.
The full council meeting is expected to agree plans for a 1.9% increase in council tax but the timing of the strike, over pay reforms, is expected to cause problems for members of the opposition Labour group, who have pledged not to cross union picket lines.
