Tory will explain his party’s devolution plans

Conservative shadow local government spokesman, Bob Neill, will explain his party’s Green Paper devolution plans for councils at a one-day conference next week.
The MJ/NSA event on 25 February will be looking at how councils can use their local powers to help local economies during the recession.
It will examine how to use existing wellbeing powers and exploit those of local decision-making set out in the pre-budget report.
Other speakers include Birmingham City Council chief executive, Stephen Hughes; Stephen Bubb, head of the voluntary sector body ACEVO; and James Morris, chief executive of Localis .
