Surrey to remain divided on unitary plans image

Surrey's borough and district councils have revealed the region is set to defy government requests for unity on final reorganisation proposals, as differences with the county remain.

Ministers want a single proposal for unitarisation when final proposals are submitted, but Surrey's districts say both the two unitary option favoured by the county and the three unitary plan backed by a majority of them will be included in final proposals.
