London boroughs should merge so the number of local authorities in the capital is reduced by about two-thirds, a report claimed today.

According to a study by the think-tank Re:State, cutting the number of boroughs to 10 or 12 – each with between 500,000 and 1.5 million people – would improve services and save money through economies of scale.
