Local authorities that already use the committee system will be allowed to retain it under strict conditions detailed by the Government.

In a major U-turn, local government secretary Steve Reed proposed an amendment to the devolution Bill, meaning not all councils will be required to use the cabinet model, as ministers had proposed earlier this year.
