Councils with financial problems that are placed under government intervention may be exempt from a ban on sacking and then rehiring employees.

Changes to the Employment Rights Bill, agreed last week by the House of Lords, mean a clause on fire and rehire will not apply to local authorities if they demonstrate they have no option but to replace staff due to financial difficulties.
