Parties draw battlelines for local elections

Labour has put devolution at the heart of its campaign for May’s local elections.

In a speech in Dudley today, Labour leader Sir Keir Starmer called for a ‘fundamental shift in how we govern’ and a ‘full-fat approach to devolution’.
