Merry Hill shopping centre, the biggest such complex in the Midlands, is to start charging for parking.
The move came after pressure from Birmingham City Councillors, who felt the 10,000 free parking spaces meant people went to the centre instead of into the city.
The charge will begin next summer, starting at 50p for an hour and £1.50 for between one and three hours, and a further £1 an hour.
