Officials have previously warned that a raft of reforms on top of existing pressures were ‘unsustainable’ and raise the risk of elections failing.

Mr Hoare said: ‘We are conscious that we are creating new systems, new things to do we are not ignorant of the new burdens, responsibilities and challenges that places on those who will implement them. We are not taking them for granted.’
