Ministers’ decision to exempt instances of child abuse from a new reporting law means they have dodged the mandatory duty demanded by a national inquiry, victims and campaigners have warned.

Home secretary James Cleverly last week published an amendment to the Criminal Justice Bill introducing a legal duty for staff in specific jobs or roles - including teachers and care home personnel - to report child sexual abuse (CSA).
