The Government needs to focus on place-based leadership, the business secretary has said.
Greg Clark was addressing the Local Government Association (LGA)'s councillors' forum about the Government's industrial strategy green paper.
He said: 'For too long central government has adopted an approach that all places are the same.
'It needs to be much more empowering of local development.'
