The Government has watered down plans to criminalise rough sleeping following a Tory backbench rebellion.

But while the new legislation will not now include criminal offences for rough sleepers causing a ‘nuisance’ by exhibiting an ‘excessive smell’ or for simply sleeping in a doorway, police will still to be able to take action against such things as harassment and antisocial behaviour.
