Government plans to make it a mandatory duty to report child sexual abuse need to be backed up with an effective deterrent or sanctions, Parliament's Joint Committee on Human Rights (JCHR) has said.
The committee, which is made up of peers and MPs, said mandatory reporting represented a major step forward in protecting children's rights, but criticised the Crime and Policing Bill for failing to detail any consequences for people who ignored the duty.
