Councils need more powers and funding to address empty and stalled sites if ministers are to achieve their housing aims, the District Councils' Network (DCN) has said.
Last week the Government confirmed English councils would receive millions of pounds to help them deliver the ‘biggest increase in affordable housebuilding in a generation'.
