Worcester City Council has decided to overhaul its current governance arrangements and move to a committee-based system.
A meeting of the full council last Tuesday concluded with an agreement to move from its current system of major decisions being made by the leader and the cabinet to a committee-based system.
The motion was brought by Conservative group leader Cllr Marc Bayliss and seconded by Green Party leader Cllr Louis Stephen.
The new arrangements - due to come into force next May after public consultation - will mean most decisions are made by committees with cross-party membership, reflecting the political make-up of the council.
The council had a committee system in place until 2001, but it adopted the current leader and cabinet system in 2002, as required by national legislation.
However, the Localism Act 2011 gave councils the right to change their governance arrangements.
