Norfolk CC has called for tribunals handling special educational needs and disabilities (SEND) appeals to consider if councils are receiving extra financial support from the Government.

Officers suggested in papers to a scrutiny committee a trial period during which SEND tribunal decisions ‘must take account of local inclusion plans and safety valve agreements'.
