The Government could still appoint commissioners to councils despite the proposal to send in non-statutory ministerial envoys to Tower Hamlets LBC, The MJ understands.

Whitehall officials suggested the new envoy role would act as an adviser, mentor and monitor to councils judged to need their improvement work supervised.
