Changing duties, risk and demands

What local government needs to know about new responsibilities.

The MHCLG is currently consulting on its plans to implement the recommendations of Dame Judith Hackitt’s review in to building safety following the Grenfell tragedy. The review – ‘Building a Safer Future’ – made 53 recommendations and the government has pledged to introduce them all.

The government’s implementation plans – announced at the beginning of June – will impact on all local authorities with new responsibilities, risks and duties. And, of course, additional demands on resources and budgets. The consultation runs until 31st July and many local councils are preparing to respond.

LABC with its partner, the Local Government Association, has organised a series of briefings across the country designed for elected members and senior local government managers to find out how they and their council will be affected. The briefings are free of charge for councillors and council officers.

The briefings will be hosted by Lorna Stimpson, LABC Deputy Chief Executive or Martin Taylor, LABC Director of Regulatory Policy. Both are working closely with MHCLG and sit on the Joint Regulators Group working with officials, fire and rescue services and the HSE. Speakers will also include senior spokespeople from the LGA.

The agenda will cover:

• The Hackitt implementation plan and consultation
• The new role of local authority staff and members as dutyholders
• Why ‘Minimum service’ is no longer an option
• The combined impact on:

  • Risk
  • Resourcing
  • Competency
  • Standards

• Other issues:

  • Removing choice of regulator
  • Local authority conflicts of interest

Who Should Attend?

• Council Leaders and Portfolio Holders that include building control

• Chief Executives and Heads of Service (including building control, housing, finance, property and social care)

• Heads of Planning and Planning Committee members

• Heads of Building Control and senior surveyors.

It's vital all local authority senior managers and elected members understand the implications the proposed changes will have on all tiers of local government.
