‘Significant concerns' over regional care cooperatives

Regional care cooperatives (RCCs) will not resolve the issues around child care placements, councils have said.

The RCCs proposed by the Government aim to bring down costs and provide sufficient numbers of appropriate placements for children in care.

However, the House of Lords’ Public Services Committee heard of ‘significant concerns’ from vice president of the Association of Directors of Children’s Services, John Pearce.

Mr Pearce, who is also corporate director for children at Durham Council, said transferring commissioning to the new bodies would ‘remove local autonomy’ and lead to a ‘democratic deficit’ due to a lack of accountability.
