Deputy Prime Minister Angela Rayner will kick off a huge rewiring of public service reform with the launch of the devolution White Paper in Leeds later today.
The White Paper is set to include an overhaul of two-tier local government, large-scale devolution, an audit rethink and widespread introduction of place-based public sector budgets.
