Nearly two-thirds of victims and witnesses of anti-social behaviour (ASB) did not report it to police, councils, housing providers or any other agency in the past three years, according to a new survey.

The figure has risen from 56% in 2025 to 63% this year, raising concerns over public confidence in reporting systems.

Commissioned by Resolve, the membership body for community safety professionals, the YouGov polling found 28% of people feel unsafe in their local area due to ASB, while 6% have moved home because of it. Just 6% recalled seeing information on how to report incidents.

Around 84% of people have never heard of the ASB Case Review, one of the key tools available to victims of persistent ASB.

Resolve chief executive Rebecca Bryant said the findings were ‘a wake-up call,’ calling for a national commitment to simplify reporting, boost victim support and fund prevention.

The organisation is urging Government action on six recommendations, including anonymous reporting routes and a specialist housing court.
