Action is needed to preserve local democracy amid local government reorganisation and devolution, a think-tank's report has warned.
IPPR North's report pointed out England already had the fewest councillors per resident in Europe, a situation that will worsen when two-tier councils are abolished and replaced by larger unitary authorities under reorganisation.
