The prospects for social care reform under an Andy Burnham government could be constrained by his tax pledges, experts have warned.

Burnham, currently the only candidate to succeed Keir Starmer as Prime Minister, raised the prospect of action on social care after saying he wanted to bring forward the publication of the Casey Commission's findings to this year.
