Exclusive: District disaggregation requires properly thought through plan image

A ‘properly thought through plan' with realistic timescales is needed if ministers are to press ahead with creating unitaries on non-district boundaries, finance experts have warned.

Funding for both county and district services will have to be split based on parish boundaries where districts are being divided to deliver local government reorganisation (LGR).
