Environmental regulations are holding back housebuilding, a report by peers has concluded.

The House of Lords' Built Environment Committee said laws such as those requiring nutrient neutrality in housing developments have resulted in ‘effective moratoria on housebuilding’.

Committee chair Lord Moylan told The MJ: ‘The whole system is set up to create antagonism and implementation problems with no political leadership and no one in charge.

‘It should be perfectly possible for a country to build homes and preserve its natural environment.’
