Only plant-based food would be served at events hosted by Calderdale Council if a new catering policy is approved.
The proposal also includes a preference for seasonal and non-processed foods.
The council, in West Yorkshire, said the food system is responsible for a third of global greenhouse gases, with meat and dairy products having the worst impact.
It intends to achieve net-zero carbon dioxide emissions as a local authority and a borough by 2038.
Cabinet member for climate action and housing Scott Patient said that while the council only provided catering for about a dozen events and meetings a year, it was important to lead by example.
He added: ‘We want to encourage other partners and businesses to consider using locally sourced, seasonal fruit and vegetables to lower their own carbon impact.’
On 3 June, the cabinet will be asked to recommend to council that the policy is adopted.
